What countries will get Starlink access in 2025?

Major Musk to Ground Control
Elon Musk’s Starlink satellite internet service has been spreading across the sky, and even influencing the course of wars. A contract on Kalshi is focused on where Starlink will expand, and new markets are opening up regularly.
India is one of those on the slate. But the question isn't whether India gets Starlink, it's whether they get it by December 31st. Currently, India's Starlink approval is the consensus trade at 95¢, but the calendar is the real market. It’s possible that in India the bureaucratic clock runs slower than orbital mechanics.

The Game
The rules are binary: India resolves Yes if it has Starlink access before Jan 1, 2026. That shifts this from regulatory approval to operational reality.
The telecom ministry signed off in June. IN-SPACe granted authorization in July. But authorization isn't activation, and India's bureaucracy runs on its own clock.
The technical checklist remains: trial spectrum allocation, ground infrastructure verification, security compliance testing, and data localization audits. Each requires sign-offs from different ministries. The Department of Telecommunications still needs to issue spectrum, verify lawful interception capabilities, and confirm that customer data won't touch servers outside India. These are sequential gates that each take weeks.
